"Nonsense": in Kirov, residents argue about kiosks under windows and shawarma by the monument

      The commission on construction and urban improvement in Kirov again discussed the contentious issue of placing non-stationary retail outlets (stalls and kiosks) near residential buildings. Deputies considered a proposal to increase the minimum distance from the windows of multi-storey residential buildings to such points of sale from 6 to 15 meters.

      Some deputies noted that the current 6 meters is the minimum standard under the Ministry of Emergency Situations, and expanding it at the municipal level could be legally problematic: the prosecutor’s office has in past years already deemed similar initiatives corruption-prone. Others insisted that such restrictions are in force in cities of the Volga Federal District and help to regulate development.

      Particular resonance was caused by examples of unauthorized stalls in the center of Kirov — by the Marriage Registration Palace and the monument to Alexander Nevsky. Deputies emphasized that the issue is not only about fire safety but also about the city’s appearance: shawarma in front of a monument is “nonsense” that needs to be removed.

      In the end they decided to consider options to ban non-stationary retail outlets in the “red lines” and architectural appearance zones. Deputies agreed to hold a separate meeting in the near future and draw up compromise rules.
