
Members of the State Duma proposed banning people from taking dogs into shops and schools.
An exception is made only for guide dogs. This is reported by the Parliamentary Newspaper.
The document also provides for a ban on animals fouling building entrances, elevators, playgrounds and other public places, as well as restricting their use in business activities, except in cases established by the government.
The authors of the initiative propose to establish uniform rules for transporting animals on public transport — only on a short leash and wearing a muzzle, or in a carrier. Similar rules already exist in the regions, but there is no federal regulation yet.
A separate set of amendments concerns increasing fines for dog owners for improper care of pets — in some cases they can reach 50,000 rubles.
According to the publication, the bill was supported by the Investigative Committee and Rospotrebnadzor, and it is planned to be submitted to the State Duma in the near future.

The State Duma working group on improving legislation on the treatment of animals has prepared a bill that would prohibit bringing dogs into shops, foodservice establishments, pharmacies, medical and educational institutions, and cultural venues.
