
In Kirov, a meeting of the Legislative Assembly’s "budget" committee was disrupted.
Today, after discussing amendments to the Kirov Region's budget, committee chairman Roman Titov proposed moving to a vote. Deputy Vladimir Ponaryev disagreed with him: "I believe it would be proper to give the floor to the authors of the amendments." Titov objected that, firstly, Ponaryev was not a member of the committee, and secondly, the vote had already begun and could not be canceled. This led to a heated debate.
Deputy Albert Bikaluk also expressed his outrage: "Give us the floor, what amendments are we proposing, what is this even about!" Titov repeated that a vote was underway. Ponaryev added: "Why didn't you give us the floor? The Ministry of Finance announced its amendments, and I don't have the right? What is this?" Titov replied: "A vote is underway, people have already raised their hands, show them respect!"
Someone present suggested that all deputies stand up and leave in protest. Indeed, several people (nine, according to our information) stood up and walked out. Unperturbed, Titov suggested continuing the vote and asked who was for, who was against, and who abstained. Deputy Sergey Mamaev tried to defuse the situation: "Abstaining is bad for your health, guys." However, this did not help much.
Bikaluk said: "Look at what this has come to! Deputies are leaving the committee meeting! Ponaryev, Tyrykina, and Bikaluk should have been given the floor, everyone who submitted amendments! Shameful!" Mamaev said he was also ready to leave. In response, Titov asked him to stay because an important issue was ahead. After thinking it over, Mamaev did not leave. Nevertheless, they were unable to consider other bills — there was no longer a quorum.
Bikaluk protested: "I'm leaving now too!" He added that he was not prepared to accept the authorities spending 90 million rubles on a sports complex not especially needed by the region, while children in schools are being fed worms. Mamaev strongly supported him, criticizing the chairman and the ruling party as a whole.
Later, in a conversation with Newsler.ru, Vladimir Ponaryev commented on the situation as follows: "We were deprived not only of the opportunity to defend our proposals in the draft budget, but even to voice our arguments, and behind each proposal are real lives and real people of our region. Decisions are being made in haste, and the existing problems of the region's residents remain unfunded. The situation will not go unnoticed and will be raised in the committee on procedure. The rights of the deputies were violated."
