Today Governor Alexander Sokolov touched on the topic of the sale of the building of the Kirov Oblast representative office in Moscow. He asked the Minister of Property Relations, Tatyana Polomskikh, to explain how it had happened.

Polomskikh noted that in October 2022 Sokolov ordered the ministry to check the legality of the disposal of the Moscow property in favor of "Vyatavtodor" and its subsequent sale. It turned out that it had been sold at a deliberately understated price (about 148 million rubles) and in violation of the auction procedure, which had been severely shortened. As a result the prosecutor’s office intervened and the property was returned to the regional treasury. At that time it required major repairs and could not be used. In the end it was decided to sell the representative office, since repairs would have cost hundreds of millions and would also have required lengthy approvals because the premises are located in the protected zone of cultural heritage sites.

The minister added that four bids were received in the tender, which was declared valid. The price amounted to 472.5 million rubles; after taxes, 442.9 million rubles were credited to the Kirov Oblast budget. The sale, she said, was registered in September 2025.

Chairman of the Government Mikhail Sandalov, in turn, noted that given the Kirov Oblast government’s needs, it is proposed to buy new premises for the Moscow representative office that are smaller in size and do not require investment. He expressed confidence that the region would be able to save substantially. Sandalov proposed to direct the remaining proceeds from the sale to developing childhood infrastructure.

Sokolov said that the work carried out had brought an additional 300 million rubles into the budget and that “there was an attempt to inflict damage on us in the amount of 300 million rubles.” The governor asked that all documents confirming this be handed over to the prosecutor’s office and the Investigative Committee so that they could be examined as part of the already opened criminal case. He also ordered that Polomskikh and the others who worked on this matter be awarded bonuses.
