
Kirovo-Chepetsk is far behind in implementing the "Dvurechye" project.
As the government reported, 980.9 million rubles were allocated in 2025 for the "Formation of a Comfortable Urban Environment" program in the Kirov region. In 2026, 779.3 million rubles will be directed to it, and in 2027 — 292.5 million rubles. As of September 22, cash disbursements amounted to 587 million rubles, or 60%. By November 1 this figure is planned to be increased to 80–85%.
Regarding the improvement of public areas, a total of 61 sites in 54 settlements were planned to be improved this year, with 323 million rubles allocated for this. Currently 38 projects (62%) are completed, 23 remain, and they are at an advanced stage of readiness. The completion deadline is December 1. Funds utilization is 63%. Next year the authorities expect to improve 60 public spaces for 304 million rubles.
As for large-scale improvement projects that won the all-Russian competition, there are six this year, with a total amount of 648 million rubles. Thus, "Urzhumsky Kosogor" received 96 million rubles and is 47% ready, "Sady Beloy Kholunitsy" — 93 million rubles and 84%, "Kupecheskiy Gorod. Promenade" in Vyatskiye Polyany — 118 million rubles and 53%, "Skaz o Kirse i kirsintsy" — 99 million rubles and 48%, "U Mirshiny" in Kotel'nich — 88 million rubles and 55%. Finally, "Park Dvurechye" in Kirovo-Chepetsk — 154 million rubles and 35%. Next year projects will be implemented in Luza, Slobodskoy, Omutninsk, Belaya Kholunitsa and Leninsky, totaling 474 million rubles, scheduled for 2026–2027.
Governor Alexander Sokolov asked why Kirovo-Chepetsk has the worst indicators of all. He was told that there are problems with greening the area and errors in the project that need to be corrected; however, the contractor is working without days off and very intensively. A local government representative reported that readiness has now increased to 40%, 26 people work there daily, and five pieces of machinery are being used.
