As reported by the press service of the Federal Penitentiary Service of Russia for the Kirov Region, the decision to grant leave was made because of the convict’s exemplary behavior and his conscientious attitude to work. Before his departure he was given instructions, issued an identity document of the prescribed form, and reminded of the responsibility for violating the rules.
During the leave the man was placed under supervision — officers checked on him daily at his place of residence. The convict returned to the correctional facility exactly at the appointed time.
The Federal Penitentiary Service emphasized that the practice of granting leave to prisoners is one of the most effective ways to encourage law‑abiding behavior.
