
In Kirov, five management companies failed to obtain readiness certificates.
According to the head of the Department of Urban Economy, work to prepare the city for the heating season is proceeding as normal. To date, acceptance certificates and readiness passports have been issued for 95% of residential buildings and social facilities. Of 19 utility providers, seven have received readiness passports, though they can still do so until October 25.
As for management companies whose deadlines have already passed, five — "Remprofit," "Plan," "Vershina," "Novy Gorod" and "Gorod 43" — were unable to obtain readiness passports. According to the speaker, they did not complete all measures to prepare the buildings for winter. However, the official noted, the absence of this document does not prevent a management company from turning on heating in the buildings, and as soon as it gets cold this will be done. He added that offending management companies face problems with the State Housing Inspectorate and the prosecutor's office, including fines.
To date, heat is being supplied to 327 of 352 social institutions. Recall that since September 15 the heads of these organizations may submit requests to have heating turned on. Heat will be supplied to homes once cold weather sets in; the authorities expect this to occur at the end of September.
The speaker also noted that the city has problems with hot water. Due to defects in the heating networks, it is currently absent in 113 buildings. Work is underway to eliminate utility outages.
Deputies asked whether the administration can guarantee that all homes will be connected to heat, including those served by "problematic" management companies. The speaker replied that authorities do not currently see any risk of the heating season being disrupted.
One of the elected representatives noted that a disruption has already occurred in Novovyatsk, where not a single school is connected to heat. In particular, there are problems at School No. 65 — the networks there have been dismantled, making it impossible to turn on the heating. A representative of the Department of Urban Economy promised to monitor the resolution of this issue. The situation was also commented on by T Plus, which assured it would do everything possible to quickly supply the networks.
