
The State Duma proposed changing the procedure for calculating subsidies for payment of housing and communal services.
The document is posted in the State Duma’s electronic database. The authors of the initiative propose to fix the maximum allowable share of household spending on utilities in total income at no more than 15% for low-income households and 10% for single pensioners and large families. Currently this indicator stands at 22% for all categories of citizens regardless of region.
Earlier analysts noted that the greatest burden of utility payments falls on residents of Novgorod Oblast, where such expenses reach 13.6% of the family budget. The lowest costs were recorded in Ingushetia — 4.6%.
