In November the State Duma will address neural networks.
Chairman of the State Duma of the Russian Federation Vyacheslav Volodin said that cases are increasingly coming to light in which artificial intelligence, instead of helping people in difficult situations, offers them solutions of a completely different kind. "This, unfortunately, has begun to lead to tragic consequences. Several high-profile incidents occurred in the United States and are connected to one specific neural network," Volodin said.
He said that the developers of this "neural net," in order to fix the situation, plan to integrate into it a parental-control function and the ability to add a trusted contact to the chatbot for communication in emergencies, as well as a direct call to emergency services.
Volodin noted that the creators of other neural models need to start thinking now about implementing similar mechanisms to avoid tragedies. "Excessive digitization and lack of oversight can pose danger and harm. Not all questions can or should be answered by neural networks," Volodin said.
The head of the State Duma said that in November Duma deputies plan to discuss the issue of implementing AI technologies and digitization, paying special attention to safety and protecting citizens from the negative consequences of using neural networks.
