
A draft bill on annual payments to families to be made by September 1 is being prepared for the State Duma.
Deputies from A Just Russia — For Truth plan to submit a bill to the State Duma on an annual payment to families with children ahead of the start of the school year, RBC writes.
According to party leader Sergey Mironov, the funds should help parents purchase school uniforms, textbooks and stationery. He stressed that preparing a child for school or university has become a serious burden on the family budget: the cost of sets over the year has risen by 30–35%, and the average price of a set for a schoolchild is 28,700 rubles.
The draft envisages the following payment amounts:
- for each schoolchild aged 6–18 — 28,700 rubles;
- for students of universities and technical colleges — from 14,300 to 21,500 rubles;
- for children from low-income families — 43,000 rubles;
- for children with disabilities aged 6–23 — 50,200 rubles, and up to 28 years — 21,500 rubles.
Earlier, in late July, a similar initiative was put forward by the head of the State Duma Committee on Labour and Social Policy, Yaroslav Nilov. He proposed establishing an annual payment equal to the subsistence minimum for each schoolchild.
In addition, the State Duma is discussing the idea of making September 1 a paid day off for parents of schoolchildren. Dmitry Gusev, first deputy head of the A Just Russia — For Truth faction, noted that many people now have to take time off or vacation to spend that day with their children.
At the time of publication, the bill on payments was not yet in the State Duma’s electronic database.
