The management company in Kirov called residents' attempts to demand quality service "communal terrorism".

      Three residents of the aforementioned building contacted the Newsler.ru editorial office. They said they have been waging an active "fight" against Promus Management Company LLC for almost two years, which, they claim, stopped fulfilling its duties to maintain the apartment building after a change in leadership.

      It rots from the "head"

      The contract between Promus and the residents was signed on August 1, 2019, when Evgeny Golovin was director. At first there were no complaints: work was completed on time and residents did not file complaints. "Back then everything was done on time, the yard was cleaned, repairs were carried out — no one even thought of complaining," residents recall.

      But in 2021 Golovin was replaced by Fedor Suntsov, and in 2022 Maxim Pankov became director. It was under Suntsov that a contract was signed with the contractor VyatkaDom LLC, which we will discuss later.

      From that moment, residents insist, the quality of work sharply declined. "And from 2022 to 2024 there was complete silence: no repairs, no preventive work, no one cleans the yard, the building is falling apart before our eyes," people complain.

      A horror attraction

      Without proper care, the building and yard have turned into a dangerous place to live. Residents tell stories of ordinary trips to the bathroom or outings that turned into health hazards.

      The pensioner-saboteur

      Since the autumn of 2023, towel warmers stopped working in apartments No. 2, 6, 10, 14 and 18. Residents appealed to the State Housing Inspectorate (GZHI), which confirmed the problem and issued an order to Promus. However, the management company was slow to fix the malfunction.

      Specialists visited the elderly woman in apartment No. 10 several times, but she would not let them in. Owners said the workers did not identify themselves, and the pensioner, simply frightened, did not allow strangers into her apartment. As a result, in February 2024 Promus sued the woman, allegedly for obstructing the elimination of violations.

      In March 2024 GZHI inspectors again came to the pensioner's apartment. The inspection showed that the problem was not in her apartment at all: a valve was shut off on the riser that runs through five apartments and a non-residential premises. No work was required in apartment No. 10. The court sided with the pensioner and dismissed Promus's claim, including the demand to collect a penalty from her (document available to the editorial office). However, residents say that heating in the bathrooms still has not been restored after a year and a half.

      A sewage rain

      In May 2024 water began flowing into the bathroom of apartment No. 122 from the sewage drain of apartment No. 126 above. People reported the problem, and at the end of the same month the management company reported "conducted works." But no work acceptance certificate was provided, and later, in response to our request, the company claimed that in 2024 no complaints had been received from the residents of apartment No. 122 at all.

      The problem with the "sewage rain" remains unresolved to this day.

      Riding on the gravel

      In the autumn of 2024 an elderly resident of the same apartment No. 122 fell on the grounds — stones and gravel that had not been cleared were left on the path. The woman injured her knee. The prosecutor's office confirmed that the territory was indeed maintained improperly.

      "Zombieland" for our children

      The children's sports ground is a separate sore point. Not long ago it was the pride of the yard: "Children from all the nearby buildings used to come to play and spend time with friends," residents recall.

      Now the site is a real wasteland: torn wire, broken basketball hoops, scattered soccer goals, a pit in the very center of the playground. In September 2024 Promus informed residents that repair of the sports ground was scheduled for the fourth quarter of 2024. As we can see, apart from remnants of caution tape, nothing remains of the management company's involvement on the site.

      In March 2025 a response came from the prosecutor's office stating that "the dismantling of the children's and sports grounds and the disposal of car tires is planned" (quote from the agency's reply). And that's it! No dates, no alternatives, nothing was reported as to what will replace the dismantled structures, residents say.

      In response to our inquiry Promus stated the following:

      "Requests from the owners (residents) of the apartment building located at: Kirov, Zashchitnikov Otechestva Street, 71 (hereinafter the building) regarding the children's playground addressed to Promus Management Company LLC have not been received. During an inspection of the children's playground located on the building's premises, 5 elements were found, of which 2 are subject to dismantling. The dismantling of the 2 elements is planned for 2025."

      And again no clear dates...

      And now the numbers

      According to reconciliation statements for 2022–2023, Promus transferred about 35–37 million rubles to the contractor VyatkaDom. Where the money went is unknown: residents have not seen any work certificates or cost estimates.

      "The tariff calculation is missing, it's just an unsupported figure. We pay, but what for is unclear. Since 2022 the tariff has even increased from 7.32 rubles to 8.3," residents explain.

      About VyatkaDom. This company appeared in 2021; the office in contract No. 1-21 is listed at the same address as Promus, and it has only five employees. The management company itself has even fewer — only three.

      Suspicion is also added by the fact that VyatkaDom's legal address is registered in a semi-ruined building on Naberezhnaya Street, declared dilapidated back in 2018.

      In essence, residents' money was transferred to the contractor (VyatkaDom), which conveniently appeared only in 2021, has neither its own office nor a full staff of specialists, and does not even draw up work acceptance certificates.

      Deny and forget

      Instead of maintenance, residents receive leaks, injuries, a destroyed playground and lawsuits. Promus called the residents' actions "communal terrorism" and filed a statement with GZHI to relinquish management of the building.

      "In 2025 Promus Management Company LLC sent all owners a notice of termination of the management contract due to expiration of the term and the management company's unwillingness to prolong it further, in particular because of 'communal terrorism' by the citizens who contacted your (the editorial) office. An application to exclude this building from the list of houses managed by the company was sent to the GZHI of the Kirov Region on June 3, 2025. By GZHI decision dated June 17 No. 680/25 the building was excluded from the list as of July 1. In accordance with protocol No. 681/3 dated August 8 on the competition to select a management organization for the building, the winner of the competition was recognized as DaVinci LLC," Promus told us.

      The regional GZHI, however, said that the approval of the new manager, DaVinci LLC, will only be today, August 21. Therefore, until the new management company is officially appointed, the building remains under Promus's authority. But this, apparently, no longer matters to anyone.

      At the same time, it is unclear how (and whether) the residents' money that disappeared will be returned. What will happen to the children's playground? To the leaks? There are still no answers from the management company that has washed its hands of the issue, nor any promised repair results.
