According to the bureau, Russians took out 1.56 million cash loans — 13.1% more than in June (1.38 million). However, on a year-on-year basis the market showed a sharp decline: the issuance of consumer loans fell by 46.5% compared with July 2024 (2.92 million). The leaders by number of loans issued were Moscow (105,000), the Moscow Region (93,300), Krasnodar Krai (64,700), the Tyumen Region together with the Khanty-Mansi and Yamalo-Nenets autonomous okrugs (56,200) and Sverdlovsk Region (53,800). The biggest increases in lending compared with June were shown by the Republic of Sakha (Yakutia) (+21.4%), Kemerovo Region (+15.8%), Zabaykalsky Krai (+15.1%), as well as Bashkortostan and Tatarstan (both +15%). In Moscow and St. Petersburg the growth amounted to 11.7% and 11.4% respectively. According to NBKI marketing director Alexey Volkov, issuance has been rising for the third month in a row and is partly linked to falling rates: "In July the average full cost of a loan fell by as much as 4 percentage points, which stimulated demand."
