      By August 14, employees of the thermal inspection of the Kirov branch of Energosbyt Plus had carried out technical inspections of 2,873 of the 5,011 planned apartment buildings in Kirov, Kirovo-Chepetsk and Slobodskoy.       By law, management companies and homeowners’ associations are required in summer to flush heating systems, conduct hydraulic tests and adjust operating modes, and to submit documents to the commission at the city administration by September 10, 2025.

      Among those named as responsibly preparing their housing stock were the management companies "Krona," "Upravlenie Domami" and "Kultura Byta" in Kirov, and "Nadezhny Dom" in Kirovo-Chepetsk. However, a number of organizations were found to have shortcomings — the management companies "ZhKH g. Kirova," "Plan," "Novy Gorod" in Kirov and "Mayak," "Orion" in Kirovo-Chepetsk.

      "The heating pipes inside the building and the city's heat networks are parts of a single centralized heat-supply system. Even prepared communications cannot guarantee heat in a building if the heat substation is not ready," explained Maxim Flenko, technical director of the Kirov branch of Energosbyt Plus.

      The inspection schedule is posted on the energy company's website. In the "Check Your Management Company" section, information is published about completed work and remarks that must be addressed before the start of the heating season. The data are updated weekly.
