The State Duma funded a study on the impact of migration on Russia.

      A contract worth 1.55 million rubles was posted in July on the public procurement portal. The contractor chosen was the Ural State Law University named after Yakovlev (Yekaterinburg), which will engage the NGO Ural Foundation for the Support of Justice "Paritet" as a subcontractor. The final report must be submitted by September 1, 2025, Vedomosti write.

      According to the terms of reference, the study will cover an analysis of current legislation, the development of measures to minimize risks related to migration, and the study of international experience. Special attention will be paid to illegal migration, its impact on the shadow labor market and housing rental, as well as the strain on the social sector.

      The project foresees the collection of detailed statistics by countries of origin of illegal migrants, an analysis of crime among foreigners, and a study of the experience of three foreign countries in the social adaptation of arrivals.

      According to the Ministry of Internal Affairs, by the end of 2024 there were 6.3 million foreigners in Russia, of whom 700,000 were staying illegally. The number of migrants has been growing for the third year in a row, and budget revenues from patents increased from 97.2 billion rubles in 2022 to 124 billion rubles in 2024.
