Maria Butina, a deputy from Kirov Oblast, took second place in the new "Ranking of Deputies — Results of Activity on Telegram (July 2025)" by citation index. Maria Valeryevna's Telegram channel, with an index of 1473, was second only to the political heavyweight Vyacheslav Volodin (5817). Next in terms of citations are the channels of Leonid Slutsky and Evgeny Popov, and rounding out the top five is deputy Andrey Lugovoy.
While Butina soared in July, the head of Kirov Oblast, by contrast, lost 23 positions (according to PR agency "G.U.R.U"). According to the ranking compilers, they trained a neural network to capture all publications mentioning key politicians in Russian‑language Telegram channels and presented "Index.Telegram" — a ranking of the effectiveness of public figures on this messenger.
In this list the governor of Kirov Oblast took a far from honorable 87th place among his colleagues. Over the month he fell 23 places. The main topics in July were:
- participation in the "Innoprom" exhibition in Yekaterinburg,
- allocation of 1.4 billion rubles for the purchase of buses,
- personnel reshuffles (replacement of the Minister of Energy and Housing and Communal Services),
- Sokolov's meeting with the head of Rosavtodor, Novikov (discussion of road infrastructure),
- the governor's criticism of Kirov city manager Vyacheslav Simakov over the condition of the city beach.
Sokolov's Telegram account also did not stand out in terms of mentions among the heads of the Volga Federal District — in July 2025 it ranked last, 14th (out of 14).
However, in the "Ranking of Governors' Personal Accounts on Telegram" the regional head's channel was in the middle of the list — at 55th place with 22.9 thousand subscribers.
