
"Will you give birth or not?": The Ministry of Health has developed stop words for pregnant women
The Ministry of Health of Russia has sent regional guidelines on counseling women who are planning to terminate their pregnancy. The document, approved by a letter dated July 1, 2025, No. 15-4/I/2-12980, contains specific speech modules recommended for doctors to use, as well as phrases deemed unacceptable.
Women in reproductive choice are offered a personalized approach depending on their motivation to terminate pregnancy. For example:
If the reason is poor relationship with the child's father, a doctor may say:
"Do you need help in informing the father of your child? For men, the news of pregnancy can also be a surprise... If you want to save your child's life, become a mother, and find family happiness, no onehas the right to prevent that."
For priorities of education and career, it is recommended to say:
"You can still build your career at any age, but having a child later might already be too late... Look at how many strong and successful women who had children early, and it did not hinder their careers."
In case of un readiness for motherhood due to young age:
"Pregnancy is a crucial and natural stage in every woman's life... Youth is a great advantage for you. Young mothers recover from childbirth more easily and quickly."
If a woman fears giving birth to a sick child:
"You can already register for prenatal care... Modern medicine allows early detection of pathological conditions and treatment of many diseases in utero."
Regardless of the motivation, the guidelines note that the doctor may remind:
"Every pregnancy termination harms health and carries the risk of complications... Reproductive potential inevitably declines with age... Even IVF does not always help..."
If a woman decides to keep the pregnancy, it is recommended to say:
"You have made the right decision."
If the decision remains unchanged:
"Think it over, don’t rush. I will refer you for a consultation with a psychologist; talk to him about everything that worries you, and I look forward to seeing you again afterwards."
At the same time, certain phrases are strictly prohibited. Among unacceptable phrases are:
"Will you give birth or not?"
"Will you keep or terminate the pregnancy?"
"You are doing a bad thing."
"You are acting incorrectly."
"At your age, it’s time to raise grandchildren, not have children."
The guidelines aim to ensure an ethical, supportive, and conscious dialogue between healthcare providers and women seeking counseling.
