
Unfinished house and unpaid fines: KSP found violations in the Arbazhskiy district
The Control and Accounts Chamber conducted an audit of the efficiency of the use of interbudgetary transfers allocated to the Arbaж district from the regional budget. In 2023-2024, the district received 305.7 million rubles, with an additional 144.3 million rubles planned for 2025. The audit covered 10 types of transfers totaling 146.7 million rubles. It revealed that these funds were used inefficiently.
For example, in the village of Verhotuliye on Shkolnaya Street, defects were found on the new bicycle path: the concrete base under the benches was destroyed, and grass was growing through the asphalt in some places. Violations in documentation were also recorded.
In creating container sites, a different material was used instead of the prescribed one. Several contracts related to beach amenities and rectifying inspections' requirements in educational institutions lacked justified cost calculations.
Municipal clients frequently delayed payments for works and did not publish necessary information in the Single Procurement Information System. Claim work was almost not conducted — fines totaling 413 thousand rubles were not imposed for the verified contracts.
The construction of a multi-apartment building in the Arbaж settlement for displaced persons from emergency housing was supposed to be completed in 2022, but deadlines were repeatedly postponed due to contractor delays. Penalties amounting to 1.7 million rubles owed by one contractor have not yet been recovered. Enforcement proceedings were only initiated on July 5, 2025, based on a court decision.
According to the KAS, the main reasons for the problems are weak financial control and a shortage of qualified personnel. To address the violations, the heads of the Arbaж district administration received official submissions.
