
Russians in Abkhazia and South Ossetia will be able to obtain passports at their place of residence.
Since July 17, 2025, Presidential Decree No. 485 of the Russian Federation, concerning the procedure for issuing passports to Russian citizens residing in the Republic of Abkhazia and the Republic of South Ossetia, came into force. This is reported by the press service of the Ministry of Internal Affairs of the Kirov Region. Now, Russians with permanent registration in these republics can apply for a passport or a replacement directly at their place of residence. Previously, they had to travel to Russia to process documents. It is specified that the specifics of the passport issuance procedure will be determined by a separate resolution of the Russian Government. The innovation will be in effect until August 1, 2028. The Ministry of Internal Affairs emphasizes that the measure is aimed at simplifying document acquisition for citizens living outside the main territory of Russia but holding Russian citizenship.
