
Over a thousand foreigners in the Kirov region are registered as controlled persons.
According to the press service of the Ministry of Internal Affairs of the Kirov Region, a deportation regime has been in effect since February 5, 2025, for foreign nationals illegally staying in Russia. It involves significant restrictions on their rights and increased monitoring by internal affairs authorities.
As of today, 1,025 foreigners are included in the regional registry. Of them:
717 have already been removed from the registry for various reasons,
99 are serving sentences in regional prisons,
209 remain under actual control.
Controlled foreigners are prohibited from changing their place of residence without approval, leaving the region, purchasing housing and cars, marrying, opening businesses and bank accounts (except for limited transactions). Additionally, their minors cannot be enrolled in schools and kindergartens. Furthermore, restrictions are introduced on obtaining driver’s licenses and operating vehicles.
If a controlled person violates these restrictions two or more times, the Ministry of Internal Affairs may decide on their deportation and placement in a special facility.
A foreigner is considered notified of being included in the registry from the moment the information is published on the official website of the Ministry of Internal Affairs of Russia. Employers and other interested parties can verify a foreigner’s status through the public services portal or the Ministry of Internal Affairs website in a “query-response” format.
Administrative fines are provided for offering prohibited services to foreigners from the registry: from 2,000 to 5,000 rubles for citizens, up to 50,000 rubles for officials, and up to half a million rubles for organizations.
