Today, after a lengthy speech by Prime Minister Mikhail Sandalov (which we will discuss later), representatives of the factions were given the floor. Sergei Mamaev, representing the CPRF, delivered a very unexpected speech.
In particular, the deputy read a poem by a local poet mocking the most urgent problems of 2024 in the Kirov region — a gap in the rotunda, potholes on the roads, hastily painted houses, peeling facades, "Gates of the Russian North," millions spent on Sabantuy, giant hogweed overgrowth, street renamings, as well as ecological issues.
Having demonstrated his skills in reciting poetry, Mamaev unexpectedly switched to another topic. The discussion shifted to a Range Rover, valued at around 30 million rubles, which, according to rumors, is allegedly owned by regional government structures.
Mamaev stated that he conducted his own investigation and believes that the foreign car could be owned either by the Kirov Regional Assembly or its Moscow office, and that this vehicle may have been used by ZS Speaker Roman Beresnev and the governor’s close circle. The deputy added that he has sent a request to the Kirov regional prosecutor’s office for an investigation. He also said the request would be forwarded by the State Duma to the Prosecutor General’s Office to motivate our oversight body to act more quickly.
Roman Beresnev sharply informed Mamaev that defamation entails criminal responsibility and also promised to submit a request.
Mikhail Sandalov, who was also displeased with the deputy’s speech, commented in turn: “I don’t know what you are talking about. No foreign cars have been purchased with budget funds! Knowing the governor, he would never get into any 'Range Rover' or anyone else’s. Even into an official vehicle. You know what car our governor drives. And accusing him of impropriety is wrong!”
Beresnev added that he believes Mamaev abused his authority and promised to file a defamation request. The ZS speaker also once again repeated: “I don’t know what you are talking about!”
