"Inert" and "dying": deputies criticized Klestov's candidacy for the head of the sports department

      On July 24, at the meeting of the Standing Committee on Local Self-Government, Regulations, and Deputies' Ethics, the approval of Pavlo Klestov's candidacy was discussed. He is currently performing the duties of the head of the Department for Youth Affairs, Physical Culture, and Sports of the city administration. However, some deputies were categorically opposed to his appointment.

      "You worked as a deputy head, you've been in the sports department for 10 years since 2011, you did something. Schools have reached such a state. And now you want to present him to us as a head or what? There hasn't been any development in sports in Kirov over all these years. At best, it was some patching up. You can close all schools by filing complaints to the prosecutor's office: some roofs are leaking, mold on the walls. The only roller skiing track in 'bubbles' — it's impossible to ski there, it's simply unsafe. The entire sports infrastructure of the city is just 'to the limit.' And you, in fact, were involved there for 10 years," said Deputy Denis Erokhin.

      Colleague Deputy Vladimir Zhuravlyov supported him. According to Zhuravlyov, Klestov gives the impression of being an "inert" and "dying" person, who shows no initiative or desire to change anything. Instead of him, Zhuravlyov suggested considering the candidacy of the director of Sports School No. 2, emphasizing that this proposal is supported by the sports community.

      Chairman of the committee Yuri Shlemenzon and First Deputy Head of the Administration Dmitry Pechenkin tried to smooth the situation. Pechenkin noted that Klestov is already involved in the formation of the 2026 budget.

      The candidate himself acknowledged the problems: "Repairs are needed, schools are not provided with infrastructure, the roller skiing track is in poor condition. The cost of work is increasing every year." He added, however, that several projects are planned to be implemented by the end of the year, including the improvement of parks named after Gagarin and Koshurovsky, repair of the roof of Sport School No. 2, and commissioning of a sports facility in Novovyatsk.

      Despite sharp criticism, the committee decided to submit the issue for consideration by the Kirov City Duma. Some deputies proposed postponing the appointment until September.
