Although some work began, it was ultimately abandoned before completion. Several manholes were constructed, but it was unclear who would maintain them. For many years, residents appealed to the administration for action, but to no avail.

      In 2024, community activists, with the help of prosecutors, succeeded in having the manholes transferred to the municipal balance. Now, a municipal contractor is responsible for their maintenance, and it seemed the problem was solved. However, after a year, the unfinished sewer section was forgotten again. Residents were offered to pump out the liquid waste themselves.

      Desperate local residents once again turned to the NPF for help. Activists contacted the Kotelnič District administration, which promised that the sewage from the manholes would be pumped out the next day, July 18. If nothing happens, the NPF will submit a repeat appeal to the prosecutor's office.
