
In the Kirov region, a power outage occurred in an apartment building due to an error.
Recently, a resident of the Kirov region complained to the State Housing Inspection about a power outage in an apartment building. An investigation revealed that the resource-supplying company sent a notification to the network organization about the need to limit electricity supply to non-residential premises. However, the latter mistakenly turned off the electricity throughout the building.
A few hours later, power supply was restored. The resource-supplying organization claimed that the permissible outage periods had not been violated and therefore there were no grounds for liability. The GSI disagreed and held it administratively liable under Article 7.23 of the Code of Administrative Offenses of the Russian Federation.
The court upheld the inspection's position. It determined that the resource supplier failed to ensure compliance with the law's requirements and did not take all necessary measures to provide uninterrupted electricity to residents.
