Kirov Oblast ranks 61st in housing affordability.

      In the new ranking of Russian regions by housing affordability, Kirov Oblast ranks 61st out of 85. This year, analysts assessed housing accessibility based on the average secondary market apartment price in May 2025, salary levels, and deposit rates. The calculation used a methodology where a family with one child saves the remaining funds after mandatory expenses for the living wage each month. It is specified that the actual expenses of a Russian family are usually higher than the amount included in the official living minimum, but are unlikely to be lower. Therefore, the ranking evaluates the potential savings capacity for a family with the regional average net salary and minimal expenses.

      According to the study, the average cost of a 60-square-meter apartment in Kirov Oblast is 5.2 million rubles. To save for such an apartment without taking out a loan, a family in the region would need at least 4.2 years — half a year less than a year ago, when this period was 5.7 years.

      The study’s authors note that overall, housing affordability across the country has increased due to the faster growth of salaries and bank deposit rates compared to the pace of apartment price increases.

      According to the ranking, the most affordable housing is in the Far North, while the lowest chances of buying an apartment without a mortgage are among residents of Sevastopol and Crimea.
