Simplification of the out-of-court bankruptcy procedure for participants in a special operation
Now the participants of the CBR can use the bankruptcy procedure through the MFC out of court if the amount of debt does not exceed one million rubles, there is no property that can be recovered, and there is an enforcement document issued no later than one year before the date of filing for bankruptcy, which was submitted for execution and the requirements for which are not fulfilled. or partially executed.
Improvement of electoral legislation
From May 23, when conducting electronic voting, it should be possible to vote using paper-based ballots. The decision on holding a vote in the region will be made by the territorial election commission or the Central Election Commission.
University admission benefits for children of war veterans
The defenders' children will be able to enroll in universities for bachelor's and specialist degrees under a special quota. Those whose fathers died or were injured in battle will be able to do so without taking the entrance exams. The norm also applies to the children of defenders of the Kursk region.
Liability for violation of information security requirements
Since May 23, responsibility for violating the requirements for the protection of information constituting a state secret, as well as other restricted access data, has been increasing. In addition, it concerns the use of non-certified systems and data protection tools.

New anti-fraud measures
Telecom operators, marketplace owners, government agencies, banks and some other entities will be prohibited from informing citizens using foreign messengers. Mobile operators will send SMS messages with confirmation codes only after the call is completed — this should prevent fraudsters from holding a person's attention. An application for lifting the self-ban on loans can be submitted through Public Services only using an enhanced qualified electronic signature.
Countering extremism
Since June 1, the grounds for including individuals in the list of those involved in extremism or terrorism have been expanded. In addition, the legislation of the Russian Federation on countering the legalization (laundering) of proceeds from crime and the financing of terrorism also applies to extremist activities.

The procedure for including SMEs in the unified register of SMEs and in the register of recipients of support is being simplified. In addition, SMEs in single—industry towns and special economic zones will be able to receive government assistance, for example, preferential loans.

Since June 19, the model of organization and activity of local governments has been updated. Their powers and competencies are being clarified. Now the regions will be able to independently determine whether to switch to a single—tier system of local self-government or maintain a two-tier system with rural and urban settlements.

Protecting citizens from unscrupulous manufacturers
Starting from June 27, not only failure to notify about the start of business activity, but also the activity itself, carried out without notification, will be considered a violation. Such an offense becomes a continuing offense. The limitation period for bringing to responsibility has been increased to one year.
Fight against corruption
Officials will be able to request information about the securities and credit histories of the citizens they are checking. The list of such officials will be established by the President of Russia.
Ensuring technological sovereignty of the Russian Federation
The law on technology policy is coming into force. Its goals, objectives and tools are defined. The goals include ensuring Russia's technological sovereignty, increasing the competitiveness of domestic high—tech products and the effectiveness of their creation. The policy will be formed by the President of Russia, the Federal Assembly, the Government, the Russian Academy of Sciences, the Bank of Russia and the executive bodies of the subjects.
Participation of non-profit organizations in the correction of convicts
Since the end of June, socially oriented NGOs, associations, unions, foundations and autonomous non-profit organizations will be able to assist in the correction of those sentenced to forced labor or imprisonment. Representatives of such organizations will be able to join the board of trustees at the correctional institution.
