"They're hanging noodles on us": Zhuravlev demanded Simakov's resignation due to delays in the construction of schools

      At a meeting of the committee of the Kirov City Duma, a fierce discussion broke out about the construction of new schools in the city. The reason was the information from the Control and Accounting Chamber, which submitted an opinion on the implementation of the Kirov budget for 2024. The audit showed that the indicators were met for all the main programs, but the exception was the education program, in particular, four educational institutions were not built.

      Vyacheslav Simakov, the head of the Kirov administration, assured the deputies that the authorities are doing everything possible to deliver the facilities. "There are two shifts of work at the school on Consumer Cooperation Street. There are builders, and the schedule is being followed. Our goal is to open four educational institutions by September 1," he said. Simakov also clarified that a positive conclusion was received on the school in Dolgushino — those structural reinforcement options that have been developed allow the construction of this institution to continue, and it does not need to be demolished. It was also reported that at least 150 workers are currently working at two facilities.

      However, the deputies were skeptical about the statements. MP Vladimir Zhuravlev said: "We hear the same thing every year." He also reminded the head of the mayor's office that back in 2022, at one of the meetings, he said that the school would be completed by the end of 2023, to which Simakov replied that he would review the broadcast of the meeting, since "dubious information often sounds." In addition, Zhuravlev again appealed to the head of the administration with a proposal to resign. Simakov, in turn, noted: "We are now trying to ensure that four educational institutions open their doors on the first of September."

      There were other claims in the discussion. So, one of the deputies expressed doubt about the presence of 150 people at the facilities, saying that if you arrive at the place suddenly and without warning, you will not see such a large number of workers. At the same time, residents of nearby houses complain about the constant parking of builders' cars, which, according to Simakov, confirms the activity on the construction site.

      I also remembered the problem with the storm drain at the school in the Zubarevsky forest area. The head of the mayor's office said that the storm sewer system does not affect the construction of the institution. All compensating measures for wastewater disposal have been completed, and there were no questions about this problem in the spring. "We have a water collection system, there is pumping, there is its direction to surface water sources. There was a question about flooding. The fact was that the roof was missing. The water that formed in the basement is rainwater. Now the roof is there, and the water is not coming in any way. The finishing work has almost started," Simakov shared.

      It also became known that the regional budget for 2026 has already allocated funds for equipping new schools, which indirectly confirms the region's expectations for the completion of construction. However, Zhuravlev noted that "nothing will work out" with such a contractor.

      Vyacheslav Simakov did not specify the deadlines for each facility, citing the inability to guarantee the contractor's actions. Nevertheless, he said that the administration monitors the progress of work on a daily basis and is looking for ways to speed up construction.
