Today, on April 27, Chairman of the State Duma Vyacheslav Volodin spoke about the laws that come into force on May 1. Among them are increased control over the activities of foreign agents, new measures to counter fraud, and much more. We explain in more detail below.
Expanding the grounds for recognition as foreign agents
So, on May 2, the law on expanding the grounds for recognition as foreign agents will come into force. Now, those who assist in the implementation of decisions of international organizations in which Russia does not participate will be recognized as foreign agents. That is, individuals who assist foreign government agencies in activities directed against Russia's security, as well as involve citizens in collecting information in the field of military-technical activities that can be used to harm the Russian Federation.
Countering foreign interference in Russia's internal affairs
This law has already entered into force on April 21. According to him, responsibility for rendering assistance for mercenary motives or for hire in the execution of decisions of international organizations in which Russia does not participate, as well as the de-legitimization of the Armed Forces of the Russian Federation, increases. Property obtained as a result of such crimes will be confiscated.
It will be possible to have a trial without the participation of a defendant against foreign agents and those who fled the country if they commit illegal actions against Russia from abroad under 20 criminal articles.
Countering remote scams
Credit institutions should develop documents on the procedure for implementing measures that counteract the conclusion of consumer loan agreements without the consent of the client. At the same time, banks will be able to enter transfer limits instead of blocking cards if the sender's data is contained in the database of the Central Bank of the Russian Federation about customers who were noticed in suspicious transactions, but no criminal case has been initiated against him. The law will come into force on May 15.
Strengthening the protection of personal data
For companies that leak citizens' personal information, the size will depend on its scale. By the way, they will amount to up to 15 million rubles for legal entities.
If such a violation is repeated, they will face turnover fines of up to 3% of revenue. In addition, administrative responsibility will appear for refusing to conclude and execute contracts, as well as provide state or municipal services if a citizen does not want to undergo identification or authentication using biometric data. The law will come into force on May 30.
Control of plant products imported into the Russian Federation
According to the law, which will come into force on May 9, inspections of quarantine plant products will take place even before shipment, and in some cases even in the growing areas. A special audit is being introduced for foreign laboratories that detect pesticide and agrochemicals residues to confirm their competence.
The new order will not affect the EAEU membership. The new bill will protect citizens from dangerous products, as well as speed up the supply of checked goods.
Limit on money transfers with simplified customer identification
Individuals will be able to transfer a maximum of 100,000 rubles or an equivalent amount in a foreign currency with simplified identification without opening a bank account. This also applies to electronic media.
By the way, the maximum balance of money on a non-personalized electronic means of payment has been increased from 60 to 100 thousand rubles. The law will come into force on May 30.
Register of alimony debtors
On 25 November, a law will come into force, according to which information about alimony debtors who have been brought to administrative or criminal responsibility for non-payment or are wanted will be collected in a separate register. Information about enforcement proceedings for which debtors are included in this register will be publicly available until the entire debt is paid off.
To obtain information about the employment status of debtors, the FSSP of Russia will cooperate with other organizations through the EEC.
New grounds for obtaining the status of combat veterans
Military personnel, law enforcement officers, and volunteer fighters who participated in repelling the armed invasion of Russian territory will receive the status of a combat veteran.
Earlier, Russian President Vladimir Putin had previously instructed to adopt appropriate legislative changes.
