Kirov residents can receive a tax deduction for sports activities in only 30 organizations.

      A study by the Popular Front has revealed serious problems with the availability of a tax deduction for sports in Russia. Despite the fact that a third of the population is aware of this opportunity, only 1% of citizens actually took advantage of it – only 350 thousand people out of 11.5 million potential recipients in 2024.

      The main problem lies in the complex system of including sports organizations in the register of the Ministry of Sports of the Russian Federation. To receive a deduction, an organization must have a special tax code. However, 40% of entrepreneurs cannot get into the register due to difficulties in submitting applications, and 25% do not meet the established criteria. At the same time, organizations are required to confirm their presence on the list annually.

      The regional situation shows a critical picture. For example, in the Kirov region, the tax deduction for sports activities is available only in 30 organizations, mainly located in the regional center, although there are more than one hundred sports institutions operating in the region.

      Additional difficulties arise for those involved in children's and youth sports schools, which are legally educational institutions and cannot receive the necessary OKVED. There is also low awareness among citizens about the possibility of receiving a deduction for passing the TRP standards and undergoing medical examinations – only 19% of Russians know about this.

      The President of Russia Vladimir Putin, after listening to the report of Mikhail Kuznetsov, head of the Executive Committee of the Popular Front, drew the attention of Mikhail Degtyarev, Minister of Sports of the Russian Federation, to the need to solve the identified problems. The Head of State stressed the importance of evaluating the effectiveness of the program based on the actual number of citizens who used the benefit, rather than on formal indicators.

      Currently, the Popular Front and the Ministry of Sports of the Russian Federation have started working together to develop mechanisms for solving the identified problems of accessibility of tax deductions for sports.
