      Starting from January 1, 2026, Russians will be able to appeal the suspension of real estate registration to special appeal commissions without immediately going to court. The relevant law No. 207-FZ was adopted on July 22, 2024, and the procedure for the work of the commissions was developed by Rosreestr.

      Previously, the pre-trial appeal procedure applied only to the suspension of cadastral registration, which limited the possibility of protecting citizens' rights. The new mechanism will allow resolving some of the disputed decisions faster and reduce the burden on the courts.

      It will be possible to file an appeal within 15 working days from the moment of suspension of registration. This can be done at the Rosreestr commission at the location of the property. Applications are accepted in paper form, through the portal of Public Services or the Cadastral Engineer's Personal Account service.
