Did the free transfer of "Labor reserves" cost the municipality six million rubles?

      "These practically destroyed buildings and structures: bleachers, toilets, utility rooms, a dilapidated referee booth and the remains of a fence — were worthless five years ago. Back in 2020, when lawyer Yan Chebotarev completely defeated the Permians' claims to own four hectares of land, he advised the municipal legal department with me on how to put an end to the litigation: officially assess the rubble left over from the buildings and demolish everything," Zhuravlev says very angrily. The deputy recalled that then the "chief city lawyer" — deputy head of the city administration Anna Vershinina — "skewed and said that she knew what to do without outsiders."

      According to Zhuravlev, the deputies were unable to obtain from Simakov an "estimated confirmation" of the value of these ruins. More precisely, that the assessment work was carried out at all:

      "There is a feeling that Simakov just asked the Permians how much is needed? And he took six million dollars out of the budget. Therefore, I intend to create a deputy commission to determine whether the assessment was conducted, by whom, and to what extent it is objective. After all, the destruction of the property complex at the Trudovye Reservy stadium began on May 25, 1968, with a pyrotechnic explosion that killed 39 people."

      By the way, according to lawyer Chebotarev, it is impossible to pay for the "Youth of Vyatka" the remains of their buildings without carrying out assessment measures. After all, this is a direct violation of the law, and "Simakov is not a complete fool to trample his way onto the bunks." Jan Evgenievich probably naively believes that at least some law enforcement agency fully controls the observance of municipal legality. And a response from the security forces can be expected only if Vyacheslav Nikolaevich reports a statement addressed to the general about self-inflicted damage to the city budget.

      I really want to ask

      By the way, Newsler.ru I did not deny myself the pleasure of asking questions to the deputy commission, politicians and the prosecutor's office, as well as to familiarize the public:

      if Yunost Vyatka received six million rubles for the remains of the buildings, how much did it cost the company to lease the stadium land? And if you count over the last 57 years? Are there lease agreements, and have money and interest been collected for the hire; why was the stadium not transferred to the regional treasury in its "natural state" - along with the skeletons of the stands and buildings that do not particularly interfere with anyone? Or contact with the "Youth of Vyatka" can be regarded as a reminder of "readiness for a new dialogue.";

      why would the regional government need another stadium if Rodina (the podium space), Isco, which has become a latrine for dogs, and Lokomotiv are now just a snow—covered and desolate wasteland next to the Zheleznodorozhnik Recreation Center;

      why does the region need a stadium that was actively renovated under Svetlana Medvedeva (Minister of Sports 2015-2016)? Despite the fact that its material value is many times more interesting than sports value? Since back in 2012, merchants offered fabulous money for a hectare of land near the Assumption Cathedral.;

      what is the urgent need to change the owner of municipal land if the sports complex in Ozerki (made famous by transparent toilets), built under the personal patronage of Dmitry Kurdyumov and commissioned on February 12, looks like an embarrassingly shabby building in the trash. Where is the bright blue toilet cubicle for construction workers as the apotheosis of sports construction in Kirov.

      Moreover, the current and all previous authorities (except perhaps Vasilyevskaya) have an obvious tendency to transfer sports grounds for residential or other commercial development. For example, the project of a hotel complex at the Lokomotiv stadium.Let's remind you

      Back in 2009, the Perm company Yunost Vyatka claimed to receive the Trudovye Reservy stadium, since the buildings of the successor company of the Perm trade unions were still located on the territory of the football field. And when Vladimir Bykov, the mayor of the city, wiped a tear and publicly said goodbye to the "Labor Reserves" - after all, the plots of land under the buildings seemed to give the right to preferential privatization of the entire stadium, in 2012, Yan Chebotarev sent the Permians home, recommending that they wipe themselves with a court decision.

      However, eight years later, in 2020, the Youth of Vyatka again tried to obtain land in the ravine of the former riverbed of the Zasory River (Gorbacheva, 1), restoring the statute of limitations in court. And then Dmitry Osipov, the then head of the city administration, publicly grieved for the stadium, which seemed to have been lost forever. Despite the fact that de jure "Labor reserves" no longer existed, because in 2013 the municipality transferred the land of the Blockage to the free and indefinite use of DYuSSh-5 "for the organization of a sports school and a football field."

      It is noteworthy that during the Bykovsky and Osipovsky periods of power, the city's legal department did not appear at the trials at all. So far, Yan Chebotarev has not joined the business, already in 2020, at the invitation of the leadership of DYuSSh-5.

      "By not appearing in the meeting room, where the issue of the "statute of limitations" was being resolved, the city actually provoked the Perm company to make demands on the land. The petition of the Permians was granted, because the city administration demonstrated its attitude to the process. Although, as judicial practice shows, such limitation periods are not restored to legal entities," Chebotarev said, adding that "he would not allow anything terrible to happen."

      Interestingly, for Chebotarev, who had preserved four hectares of historical land for the municipality, none of the city rulers even hinted at a "penny bonus" in the form of gratitude.

      In August 2020, the trials that ended under Chebotarev's leadership, the complete failure of the initiatives of the Perm team and, most likely, its Kirov patrons, probably dampened the zeal of the Vyatka Youth. But, according to Kirov politicians, judging by the current situation, the return of the company with the same requirements is "highly expected" today.

      As Yan Evgenievich said five years ago: "Once again, Kirov lawyers squatted in a puddle, only demonstrating zeal and an attempt to fight: they say, we tried, but nothing came of it! But I am pretty sure that, acting exclusively legally, the "Youth of Vyatka" will not get anywhere here. And even if someone brought the stadium to Permians on a silver platter, it will be difficult to get it."

      At the same time, Chebotarev spoke about the officials of the city administration, then not assuming that the "historical lands" would one day be transferred to the disposal of the current regional government.

Did the free transfer of "Labor reserves" cost the municipality six million rubles?

According to Vladimir Zhuravlev, deputy of the City Duma, Vyacheslav Simakov, head of the city administration, said that when the Trudovye Reservy stadium was transferred to the regional treasury as a training ground for the previously given DYuSSh-5 region, a full settlement was made with the owner of the buildings, the Perm company Yunost Vyatka.
