Ex-Minister of Construction Beresnev may be charged "for exceeding the limit"

      Kirov resident Natalia Petrovna appealed to the Kirov city prosecutor's office with a statement on bringing the head of the territorial administration for the Oktyabrsky district of Kirov, Yuri Beresnev, to justice for "abuse of authority," which, according to the woman, "is seen as a corruption component."

      On the afternoon of February 2, Natalia Petrovna opened the door to her non-residential premises No. 1006 at No. 11 Upita Street. At that time, a piece of ice fell from the roof of the house, which miraculously did not kill the woman: splitting on the visor, the rest of the ice block hit the woman casually on the shoulder. After recovering from the shock, the Kirov resident wrote to the prosecutor's office of the city of Kirov with a request to conduct an investigation into the fall of ice from the roof of the house. As the Kirov resident indicated in the statement, she believes that the ice came off the roof due to the fault of the management company ZhiLexpert LLC, which did not ensure timely cleaning of the roof from snow and ice. "I believe that the ice came off the roof because the roof was not cleaned by the management company servicing the house, LLC Management Company ZhiLexpert. I ask you to conduct an inspection and hold the officials of the Management Company ZhiLexpert accountable for causing me physical pain due to failure to fulfill their duties to clean the roof of ice in a timely manner. I could have died if the ice had fallen 10 cm, on my head, and not casually on my shoulder," the woman wrote in a statement. Later, she received a response from the State Housing Inspectorate of the region, which stated that "there are no overhanging snow masses on the roof parapets," and the snow, as it was established during the inspection, came not from the roof, but from the entrance group of non-residential premises No. 1006, which is not included in the common property of an apartment building. Therefore, as noted in the response of the GJI of the region, "the inspection has no grounds for conducting a control (supervisory) event in relation to LLC ZhiLexpert.

      Later, the woman received a warning from the TU Oktyabrsky district, in which it was said that cleaning the entrance group and the adjacent territory of room No. 1006, which is the property of the Kirov resident affected by the ice, was her duty. According to Natalia Petrovna, the management department made her "extreme" and "guilty of ice formation," referring to the signed agreement on cleaning the roof and the adjacent territory of her premises, between the Management Company and the owner of the premises. However, according to Natalia, she did not sign any contract, and the head of the Criminal Code, after the ice fell on the woman, tried to persuade her to sign this contract "retroactively." Then the woman appealed to the prosecutor's office with a request to investigate what was happening and restore her rights. According to the woman, in the materials of the pre-investigation check, which was conducted by OP No. 1 of the Ministry of Internal Affairs of the city of Kirov, there is information that the ice had fallen from the roof of the house due to the fault of the management Company LLC "Zhil Expert", and that the presence of a visor over the entrance eventually saved the Kirov woman's life. "However, the head of the Oktyabrsky district Management Department, as I believe, deliberately acting in the interests of the management company serving the house at 11 Upita Street, instead of taking measures against the perpetrators, that is, against the criminal Code serving the house, hiding the facts of her guilt, decided to make me the last one, de facto accusing me of that I did not commit and hiding the facts that the management company did not clean the roof of the house. That is, there is a corruption component in Beresnev's actions as the head of the October district Police Department," Natalia said in a statement to the prosecutor's office.

      The Kirov resident asks to restore her rights, "to cancel the warning announced to me by Beresnev as corrupt and illegal, and to take measures to bring officials of the Management Company ZhiLexpert LLC to justice.
