      Starting from September 1, 2026, changes to the rules for organizing and conducting vehicle technical inspections came into effect in Russia. The innovations were approved by the government decree of the Russian Federation dated June 2, 2026, No. 678.

      One of the changes concerns vehicle owners. Now citizens will be able to undergo a technical inspection in case of loss of vehicle documents. In addition, the mechanisms for canceling diagnostic cards issued in violation of regulations have been expanded. The basis for this can be the results of inspections by prosecutorial authorities and court decisions.

      The rules for the operation of technical inspection operators have also changed. The document clarifies their rights and obligations, as well as the grounds for suspending and restoring access to the technical inspection information system.

      The procedure for conducting technical inspections outside stationary points using mobile diagnostic lines is specifically outlined. For such points, rules for coordinating addresses and coordinates of inspection locations, as well as work schedules, have been established.

      The amendments also clarify the procedure for entering information into the unified automated information system for technical inspections.

      It is noted that the changes are intended to ensure a more transparent technical inspection procedure and strengthen control over the activities of operators. In addition, they aim to protect the rights of conscientious operators to compete and vehicle owners to undergo technical inspections in an established manner.

      The innovations are also expected to optimize the work of traffic police employees involved in conducting technical inspections of buses, as well as operators and carriers.
