Kirov Oblast has entered the top regions with the most careful drivers.
The Russian Union of Auto Insurers (RSA) has published statistics on drivers who have the maximum discount for accident-free driving under compulsory motor third-party liability insurance (bonus-malus coefficient, BMC). For the period from July 1, 2025, to June 30, 2026, the average share of such drivers across Russia was 43.4% — 5 percentage points higher than the previous year.
The Kirov region is among the regions where the share of careful drivers exceeds the national average. In our region, 47.1% of car owners have the maximum discount under compulsory motor third-party liability insurance.
For comparison: in Moscow, this figure is 52.9%, in St. Petersburg — 51.5%, in Perm Krai and Ryazan region — 50.2% each. In total, there are more than 30 subjects on the list of regions with above-average figures.
The RSA notes that the number of accident-free drivers in the country is growing every year. Drivers are increasingly realizing that accident-free driving is economically beneficial: the BMC directly affects the cost of the compulsory motor third-party liability insurance policy. The fewer accidents there are, the lower the insurance price.
The lowest share of careful drivers is recorded in the Republic of Dagestan (11.8%), the Republic of Ingushetia (15.5%), the Republic of Tuva (18.9%), and the Chechen Republic (20.3%).
