At the meeting of the Legislative Assembly committee, Deputy Vladimir Ponaryev asked about the status of the conversion of boiler houses in Slobodskoy and Kotel'nich to gas. He reminded that the region took an infrastructure loan for these purposes.
Energy and Housing Minister Maxim Gornostayev replied that the issue regarding Kotel'nich is still open. The owner of the boiler houses is "Kommunenergo," which plans to sell its heating facilities. The municipality hopes to acquire them with regional subsidies, after which they will be transferred to "Oblkommunservis," and only then will the conversion of the boiler houses to gas begin. However, the minister added that this will not happen in the next couple of years, as preparations and the development of the corresponding project are needed.
As for Slobodskoy, it is planned to convert boiler house No. 16 to gas in 2026. Between 2026 and 2028, five boiler houses will be gasified, and the rest will switch to gas by 2030 inclusive.
Deputy Albert Bikaluk, in turn, inquired about the construction of a boiler house in Kirs, for which the authorities also took an infrastructure loan. According to him, they took 870 million rubles and are forced to pay 25 million rubles in interest each year. Meanwhile, the construction, promised in 2024, was postponed first to 2025, then to 2026, and only recently did they start driving piles there. He asked the prosecutor's office to investigate this situation and urged the authorities not to spare the company that is working on the boiler house.
In addition, Bikaluk asked the prosecutor's office to check the justification for allocating 76 million rubles for the authorities of the Yaran district to acquire heating facilities from "Kommunenergo." They will later be transferred to MUP "Vulkan." According to the deputy, this amount may be overestimated. The government responded that not all of the amount may be spent on the purchase of the facilities, and the conducted property assessment will show how much will be used.
