The Ministry of Internal Affairs will receive the powers of the Ministry of Labor regarding the list of professions for migrants.

      The State Duma has completed the review of the government bill, adopting it in the second and third readings. The document amends the law on the legal status of foreign citizens and Article 256 of the law on the procedure for leaving Russia and entering it.

      According to the new provision, the Ministry of Internal Affairs will approve a list of professions for which foreigners and stateless persons can obtain a residence permit without prior permission for temporary residence. The ministry will also have the right to determine cases in which foreigners temporarily staying in Russia can work outside the region that issued their work permit.

      The bill was submitted by the government to the State Duma on May 6. The first reading took place on June 9, and the final one in July, reports the newspaper "Kommersant."

      The publication also provides context related to previous decisions: in April 2025, the Ministry of Labor reduced the list of professions for simplified residence permit acquisition from 203 to 29 positions. The updated list includes engineers, locksmiths, programmers, as well as specialists in unmanned aerial systems. Analysts of big data are separately mentioned in the list, with the clarification that their competencies should be applied in industry, astrophysics, or genetics.

      The adopted law does not change the composition of this list but establishes the authority of the Ministry of Internal Affairs to approve and maintain it. Similarly, the ministry is granted the right to establish exceptions to the territorial principle of issuing work permits.
