The Social Fund Department for the Kirov Region continues the implementation of the program to provide rehabilitation equipment to citizens injured at work. The latest participant in the program is a resident of Kotel'nich, Alexey, who was ceremoniously handed the keys to a new car on July 7, 2026.
The vehicle—a Lada Granta with manual control—is designed for people with musculoskeletal injuries. This design allows the driver to operate the vehicle without using their legs, which is critically important for drivers with limited mobility.
The basis for receiving the car was an individual rehabilitation and habilitation program (IRHP). The need for specialized transport was outlined in it after Alexey underwent a course of medical, social, and professional rehabilitation. Additionally, a decision from the medical and social expertise bureau confirmed that the car is necessary for the man to compensate for limitations in his daily activities.
Alexey sustained his musculoskeletal injury as a result of an industrial accident. He was accompanied at the award ceremony by his wife and adult son.
According to Alexey himself, receiving the car will be a significant support in his daily life. He now plans to drive his wife to the doctor, help his son, and address personal matters without relying on outside assistance. The man also noted that with the arrival of the car, he would have the opportunity to return to his favorite hobby—going out into nature.
"I thank the employees of the regional Social Fund for such timely support," said the newly minted car owner.
Since the beginning of 2026, this is already the eighth specialized vehicle handed over by the regional SFR Department to residents of the region. Plans for the rest of the calendar year include handing over another 10 Lada Granta cars with manual control to other citizens in the region who need transportation.
Citizens who have a percentage of stable loss of work capacity due to an industrial injury or occupational disease are entitled to receive a free car. The transport is provided based on medical indications and a conclusion from the MSE. In addition to the car itself, the state annually compensates the owner for the costs of its maintenance and repair.
The program is financed through mandatory social insurance funds under Federal Law No. 125-FZ.
Residents of the Kirov Region who want to learn more about the procedure for obtaining specialized vehicles can contact the client service of the regional SFR Department or call the unified contact center at 8 800 1000 0001. The regional line operates from Monday to Thursday from 8:00 AM to 5:00 PM, and on Fridays until 3:45 PM.
