In Kirov, the yard of house No. 10 on Koltsova Street regularly floods during rains. The recent downpour has once again inundated the adjacent territory — the water has risen to the staircases in the entrances. Local residents have to navigate along the curbs that remain above the surface.
The yard was repaired three years ago under a federal program. Almost 2 million rubles were allocated for this purpose. However, according to the residents, after the new asphalt was laid, the drainage ditch that used to carry away the water was paved over. Instead, three stormwater wells were installed.
Residents claim that these wells are not connected to the city’s storm sewer system. Water accumulates in them, and during rains, the wells overflow, flooding the yard. People are concerned that constant flooding may damage the foundation of the house and require repairs to the entrances.
The management company tells residents that the wells are unowned. After unsuccessful appeals to the management company, people turned to the Popular Front.
Expert Dmitry Sergeev from the Popular Front explained that it is necessary to clarify the project documentation: whether a discharge from these wells was included in the project. He also noted that if the conditions of the landscaping competition stated that the property would become common property, then the management company should be responsible for the wells. If not, the responsibility may lie with other entities.
The Department of Municipal Economy promised to send a team to the site to determine the cause of the flooding, but not sooner than a week. The Popular Front has already sent a request to the prosecutor's office.
This is not the first such case in Kirov. Previously, a similar problem occurred in the yards on Vorovsky Street, 76B, 76V, and 76G — those areas also flooded after rains and snowmelt. At that time, the city administration refused to clear the storm drains, citing that it was the residents' responsibility. However, the Popular Front proved in court that the drainage system in that area is part of the citywide network, and the court ordered the Kirov authorities to take it into the city's balance. Residents of Koltsova, 10, are hoping for a similar outcome.
