The KRT contracts provided the Kirov budget with almost 210 million rubles.

      At the meeting of the Duma commission, the deputies heard information about the implementation of comprehensive territorial development projects in Kirov. According to the deputy head of the administration, Vsevolod Frolov, 47 KRT contracts have currently been signed, including 38 at the initiative of the rights holders.

      Two contracts concern residential development (this is the area around Maklina, Vorovskogo, Khlebzavodskoy passage, as well as Profsoyuznaya and Svobody streets). Seven contracts relate to undeveloped land (these are lands east and west of the planned Lipatnikov Avenue, in the Urvancevo and Ozerki-2 neighborhoods, as well as in the area of Kommunisticheskaya Street in Novovyatsk). Eight contracts have already been executed. The total area for all KRT projects is 315.5 hectares. The urban development potential is 2,725 thousand square meters, including residential development of 2,486 thousand square meters.

      As part of the obligations under the KRT contracts, the transfer of six project and estimate documentation (PED) for the construction of kindergartens is planned, with a total of 1,680 places. Currently, developers have transferred three PEDs for 800 places to the administration: these are projects for kindergartens on Kapitana Dorofeeva Street, 8, on Torfyana in the area of house No. 11/2, and in the residential complex "Sign." Three more PEDs are being prepared for transfer. The transfer of projects for the construction of five schools for 6,260 places and a clinic for 600 visits per shift (Festivalnaya, 32) to the administration is also planned.

      As part of the KRT, the construction of a kindergarten for 150 places on Pribrezhnoy Boulevard, 8 has been completed. A built-in kindergarten for 50 places on Vladimirskaya has been transferred. The construction of a kindergarten for 150 places on Melkombinovskiy passage is planned. Six kindergartens will also be built in Chistyye Prudy (1,200 places) and in the area of Lipatnikov Avenue (830 places). In addition, the administration will receive a built-in kindergarten for 80 places.

      Furthermore, the transfer of premises for outpatient clinic institutions with a total area of 1,754 square meters is being prepared. In the future, the introduction of medical institutions for 1,452 visits per shift is planned. In the village of Maraki, the developer is to install a modular FAP.

      Regarding the obligations under the KRT contracts, more than 209.9 million rubles have been received in the Kirov budget as a result of auctions and contracts with rights holders. Seven land plots with a total area of 4.5 thousand square meters have been transferred to developers. They have also been given several ready-made projects for the construction and repair of streets with a positive conclusion from the state expertise. Some of this work has already been done.

      The head of the city, Elena Kovaleva, asked how things are going with the projects for the construction of social facilities that developers have transferred to the administration. According to her, the PED is valid for three years, after which it needs to be redone. The head of the Kirov administration, Vyacheslav Simakov, replied that earlier the authorities relied on federal programs, but then realized that there were problems with attracting federal funding, so recently the administration has been trying to ask developers not for PEDs, but for ready infrastructure or monetary compensation. He gave an example that initially there was a project to reconstruct a section of Moskovskaya from "Metro" to Stroitelya Avenue, but the authorities did not want to handle it themselves and asked the developer to carry out this work. They will begin in June. As a result, an additional lane will appear, which will relieve this section.

      Several deputies inquired why individual houses that are in terrible condition and spoil the appearance of the city are not included in the KRT. For example, on Khlebzavodskoy and Krasina. The speaker replied that the issue regarding Krasina, 8 will be worked out in the next two weeks. On Khlebzavodskoy, 38, the house will be resettled and demolished, and an agreement with the contractor is already in place.
