The FAS found tariff violations in 65 regions of Russia.
According to the agency, in 65 out of 84 checked regions, 801 tariff decisions were identified that were made with violations regarding the transfer of state property for regulated types of activities and without conducting auctions. "As a result, companies that received state property did not invest in modernization, which could lead to infrastructure wear and a decrease in the quality of services provided to consumers in the housing and utilities sector," federal antimonopoly officials reported. The agency has mandated the elimination of violations in the management of state property in accordance with current legislation by January 1, 2027. During the inspection, 4 billion rubles of economically unjustified funds included in the tariffs were also identified. This money is mandated to be redirected to investment programs aimed at modernizing housing and utilities facilities by October 1, 2026. Otherwise, the funds will be excluded from the tariffs. It should be noted that the list of regions where violations were found has not been published by the agency.
