In Russia, a new package of measures aimed at combating telephone and internet fraudsters has been adopted. The document has already been approved by the State Duma in its third reading and includes several changes for users of communication and online services.
One of the innovations may be the introduction of a special feature on the State Services portal — the so-called "red button." With its help, citizens will be able to quickly report possible fraudulent activities. The information will be transmitted to communication operators, banks, and other participants in the fraud prevention system.
Changes related to children's SIM cards are also planned. Parents will be able to officially inform the operator that the number is intended for a child. The procedure for the operation of such SIM cards will be determined later by the government.
Another measure concerns international calls. Users will be able to independently set a ban on incoming calls from abroad, which should reduce the number of fraudulent calls.
In addition, the law provides for the possibility of compensation for damages to citizens in cases where money transfers occurred without the voluntary consent of the person and where banks or operators did not fulfill mandatory protective measures.
The changes will also affect the rules for terminating mobile communication contracts. It is proposed that a contract cannot be closed earlier than 90 days after its conclusion. At the same time, the subscription fee will cease immediately after the application is submitted. According to the authors of the initiative, this should complicate the mass use of SIM cards in fraudulent schemes. The document also provides for extrajudicial blocking of information about malicious software and offers for its distribution.
