"Red button" on "Gosuslugi" and card limit: The State Duma passed a law against cyber fraudsters
The State Duma has finally approved changes to the legislation on crimes using information and communication technologies during a plenary session. One of the main innovations is the "red button" on the "Gosuslugi" portal. If a person suspects they have become a victim of fraud, they will be able to quickly suspend remote financial transactions. The law also requires citizens to provide the operator with the identification number of their phone (IMEI) to be included in the contract. Without this, services will not be provided. A unified IMEI database is planned to be created. Additionally, international calls will be marked, and citizens will have the right to impose a self-ban on receiving them. Parents will be able to notify the operator about the use of a SIM card by their child for their safety. To combat droppers, a restriction is being introduced: no more than 20 bank cards per person. This was previously reported by the chairman of the relevant committee, Sergey Boyarsky. The law also clarifies the rules for the operation of virtual telephone stations and SIM boxes. According to Boyarsky, for the first time, a mechanism for compensation for damages will be implemented. Banks and mobile operators will compensate for it if they do not fully implement the set of anti-fraud measures. The Chairman of the State Duma, Vyacheslav Volodin, called the protection of citizens from cybercriminals one of the priorities of the deputies' work. He urged the government and law enforcement agencies to promptly analyze the situation within the framework of law enforcement. "We have seen a decrease in the number of fraudulent crimes, and we must not stop; we need to maintain this momentum," he added.

Citizens will be able to suspend transfers through "Gosuslugi" themselves, operators will be able to block calls without an IMEI, and banks and mobile companies will be required to compensate for stolen funds if they cannot prove that they have implemented all protective measures.
