Senator from the Kirov region Vyacheslav Timchenko did not participate in the preliminary voting (PV) of United Russia for the elections to the Legislative Assembly: his name is absent from the lists of candidates who passed the PV. However, even before the start of the preliminary selection, Vyacheslav Stepanovich was also not on the list of candidates. On May 14, we contacted the senator, and he assured us that "he submitted the documents and was registered." At that time, not finding his name in the "preliminary lists," we thought that perhaps Timchenko simply had not been added in time. However, today, June 1, when the results of the "preliminary voting" are known, Timchenko's name is not among them. As it turned out, this does not mean that the region will part ways with Vyacheslav Stepanovich: he seems to have taken advantage of the "special procedure for preliminary voting" (or "special nomination procedure"). This term is used in the internal documents of the United Russia party and means that a candidate can be included in the final list of candidates for the elections without participating in the general procedure of open primaries (preliminary voting). In other words, this can be considered a "direct ticket" from the party leadership, allowing one to bypass competitive selection. The decision on nomination is made not through voter voting, but by an authorized party body. And such a right seems to be granted to status candidates.
