Electric vehicle owners may start being fined for parking in underground parking lots.
The text discusses the set of rules of the Ministry of Emergency Situations SP 551.1311500.2026. Previously, special fire safety requirements mainly applied to locations equipped with charging stations, but now they also pertain to parking spaces for electric vehicles in general. According to the new requirements, vehicles with electric powertrains must be placed in specially equipped areas. Such zones must be separated from other parking spaces by fire barriers, curtains, or gates, and must be equipped with fire extinguishing systems. The Ministry of Emergency Situations clarified that the new rules apply to newly designed facilities as well as to existing buildings undergoing major repairs, reconstruction, or changes in the purpose of the premises. According to "Izvestia," in the absence of specially equipped spaces, electric vehicle owners may face difficulties when parking. Experts note that many underground parking lots currently lack such infrastructure. Violations of fire safety requirements are subject to penalties under Article 20.4 of the Administrative Offenses Code of the Russian Federation. Depending on the circumstances, the violator may receive a warning or be fined. For individuals, the maximum fine is 50,000 rubles; for officials, it is 100,000 rubles; for individual entrepreneurs, it is 110,000 rubles; and for legal entities, it can be up to 2 million rubles. The industry believes that the new requirements may lead to additional costs for developers and management companies, as well as complicate the use of electric vehicles in residential complexes and shopping centers. At the same time, a number of experts point out that fire statistics do not confirm a significantly higher risk of fires in electric vehicles compared to vehicles with internal combustion engines. Market participants believe that the new rules may become another factor influencing Russians' decisions to purchase electric vehicles and hybrids.
