Anatoly Churin is 75 years old.

      Anatoly Churin was born in 1951 in Kirov. He graduated from the historical and philological faculty of the Kirov State Pedagogical Institute named after Lenin. He worked as a history teacher at the Oparinskaya School, then at the Youth Workers' School No. 8 in Kirov.

      In 1978, he became the principal of Secondary School No. 39 and later headed the May Day District Department of Education.

      Main Life Work

      From January 1988 to June 2015, Churin continuously led the regional education management body (department, management, department). This is 27 years of continuous public service in one field.

      During this time, under his leadership, the state program "Education Development" was developed and implemented.

      What was achieved:

      The coverage of preschool education for children reached 74.5% — higher than the national average.

      For 10 years, the region was among the top ten regions in Russia based on the results of the Unified State Exam (USE).

      In 2015, participants of the USE from the Kirov region achieved 60 perfect scores.

      At the final stage of the All-Russian School Olympiad in 2015, Kirov schoolchildren won 44 diplomas of winners and prize-winners. The effectiveness of participation was 50.6% (in 2014 it was 33%).

      90% of children aged 5 to 18 were covered by additional education.

      In vocational education, 24 multidisciplinary organizations and 10 resource centers were established.

      Also, under Churin, the system of family placement for orphans developed in the Kirov region. The share of children placed in families grew annually, and foster families became widely established.

      Assessment and Awards

      The leadership of Rosobrnadzor recognized the high effectiveness of managing the education system in the Kirov region.

      Anatoly Mikhailovich has the following awards:

      1987 — badge "Excellence in Public Education."

      1995 — honorary title "Honored Teacher of the Russian Federation."

      2011 — medal of the Order "For Merit to the Fatherland" II degree.

      2012 — honorary badge of the Kirov region "For Impeccable Public Service."

      Articles and interviews with his comments on the experience of education development have been published in federal media: "Russian Newspaper," "Economics and Life," magazines "National Projects," "Educational Policy," as well as in regional publications.

      Since 2015, after completing his work in the department, Churin has worked as the deputy chairman of the committee on social issues of the Legislative Assembly of the Kirov region.
