The number of legal entities in SMEs is decreasing in Kirov.
At the meeting of the Duma commission, deputies discussed the activities of small and medium-sized enterprises in Kirov. According to the administration, in 2025 there were 30,000 SMEs, which accounted for 60% of all entities in the city. By the first quarter of 2026, their number increased to 30,400. The share of individual entrepreneurs was 62%, while legal entities accounted for 38%.
In 2024, the number of SMEs grew by 836, in 2025 by 1,085, and in the first quarter of 2026 by 420. At the same time, the share of legal entities decreases every year, while the share of individual entrepreneurs, on the contrary, is growing. If at the beginning of 2024 there were 12,100 and 15,800 respectively, now there are 11,400 and 19,000 respectively. According to the deputies, many legal entities have recently closed down completely or transitioned to the category of individual entrepreneurs.
It was also mentioned at the meeting that 33% of SMEs are engaged in trade, 10% in construction, transportation, and storage, 7% in manufacturing, and 3% in hotels and catering.
In terms of SME turnover, in 2025 it amounted to 386.2 billion rubles (an increase of 18.4 billion rubles). Individual entrepreneurs earned 63.2 billion rubles, while legal entities earned 323 billion rubles. The highest revenues come from trade (57%), construction (12%), manufacturing (4%), with the rest accounting for about 2%.
