On March 9, in the city of Luza, a mixed-breed dog named "Bars" bit a 64-year-old woman. The owners took the dog for a veterinary examination only after 15 days, although according to the rules, this should be done within 12 hours.
On March 15, in the village of Kulikovo, a Laika named "Nayda" bit its owner, born in 1958. The animal was taken to specialists two days later.
Both dogs were not isolated in time, did not undergo a ten-day quarantine, and were not vaccinated against rabies, which posed a threat to people.
