A resident of the Kirov region addressed the chairman of the Investigative Committee, Alexander Bastrykin, on social media. She reported that her 48-year-old husband lost his parents in childhood and was raised in institutions during his minor years, but the staff of these organizations did not register him as in need of housing. In 1998, after serving in the army, he submitted an application himself, but after a few years, it turned out that he had not been included in the queue. By that time, he was already 23 years old, and after this age, the law deprives orphans of the right to receive housing. Appeals to various authorities did not help. The Investigative Department of the Investigative Committee for the Kirov region initiated criminal cases on this matter four times. However, the prosecutor of the Primorsky district of Kirov, Dmitry Kryazhev, and his deputy, Igor Minin, canceled the decisions to initiate proceedings. An appeal of the first decision up to the acting prosecutor of the region, Dmitry Sherstnev, yielded no results, and the other decisions were not contested. Now, a criminal case has been reopened. Bastrykin instructed the acting head of the regional Investigative Department, Sultan Orazayev, to report on the progress of the investigation and what is being done to restore the man's housing rights.
