Almost all housing is being built in Kirov: construction is projected to continue until 2027 and is based on brick.
As of February 2026, according to data from the analytics of ERZ.rf, developers in the Kirov region are constructing 59 residential buildings, which will include 7,645 apartments with a total area of 390.5 thousand square meters. All objects are classified as apartment buildings—there is no construction of apartments or townhouses in the region.
The market is essentially concentrated in one city. Kirov accounts for 93.9% of the total area of the housing under construction. The remaining projects are being implemented in the Kirovo-Chepetsky district and in certain settlements.
The main volume of current construction is linked to permits issued in the last two years. Thus, 43.8% of the total construction area is allocated for 2024, and another 29.2% for 2025. This indicates a recent surge in developer activity.
The commissioning of housing has been shifted to later dates. Only 27.9% of the housing under construction is planned to be completed in 2026, while nearly two-thirds—63.2%—is expected in 2027. At the same time, the delays remain insignificant: on average, about one month.
The typical format of new buildings is mid-rise construction. The average number of floors is about 13-14, with more than half of the housing located in buildings ranging from 13 to 17 floors. High-rise construction (above 24 floors) is absent in the region.
In terms of construction materials, the Kirov region significantly differs from national trends. The most common material remains brick, accounting for 43.7% of the total area of housing under construction. This is followed by panel houses (30.7%) and monolithic-brick structures (20.9%).
