Mortgage rates in the Kirov region have dropped, but demand for new buildings has increased.
According to the Bank of Russia, presented in the analytics from ERZ.rf, in 2025, residents of the Kirov region were issued 7,899 mortgage housing loans, which is 21.7% less than in 2024 and more than one and a half times lower than the level of 2023.
At the same time, the segment of shared construction demonstrated a different dynamic. The number of mortgages issued against the collateral of participation agreements in shared construction (DDU) amounted to 3,644 over the year. This is 7.4% more than the figure for 2024, but 19% less than the level of 2023.
The share of such loans has noticeably increased: if in 2023 it was 26.5%, then in 2025 it reached 46.1%. Thus, almost every second mortgage in the region is issued for the purchase of housing in new buildings.
The total volume of mortgage lending has also decreased. By the end of 2025, it amounted to 30.25 billion rubles — this is 3.1% less than the previous year and 38.6% lower than the figure for 2023.
At the same time, in December 2025, there was a sharp increase in activity in the new buildings market: the number of mortgages under DDU increased by 164% compared to December 2024.
The average mortgage loan size and interest rate in the region remain relatively stable. Thus, the weighted average mortgage rate for new buildings in December 2025 was 5.92%, having decreased by 0.22 percentage points over the year.
The decrease in the total number of mortgages while the share of loans for new buildings is growing may indicate a change in the structure of demand: residents of the region are increasingly choosing the primary market, despite the overall cooling of mortgage lending.
