More than one billion rubles were invested in the housing and communal services of the Kirov region over the year.
The year 2025 in the Kirov region was officially dedicated to housing and communal services. The main results – in numbers and remarks that were voiced at the meeting of the Public Chamber on April 8, 2026.
Infrastructure modernization: billions for networks and boiler houses
According to the regional Ministry of Energy and Housing and Communal Services, in 2025, about 640 million rubles were allocated under the federal project "Modernization of Communal Infrastructure," of which 417.5 million came from the federal budget.
In Kirov, 32.3 km of water supply and 8.7 km of sewage were overhauled. In the Omutninsky district, 3.4 km of water supply networks were replaced in the village of Vostochny, and a new gas boiler house was built on Depovskaya Street in Kirov for three apartment buildings (replacing the boiler house decommissioned by the Russian Railways).
In addition, with the support of a concession agreement with "T Plus," 15.2 km of heating networks were relaid, and two central heating points were reconstructed. Since July 1, 2025, Kirov has transitioned to a heating supply pricing zone – now defects in unmanaged networks are addressed by a unified heating supply organization.
Improvement and gasification
As part of the "Formation of a Comfortable Urban Environment" program, 108 territories were improved (87 public spaces and 21 courtyards). The winners of the All-Russian competition – Urzhum, Vyatskiye Polyany, and Kirovo-Chepetsk – received 384.6 million rubles for projects. Gasification: more than 100 km of gas networks were built, 740 households were connected, and 232 legal entities switched to gas. The level of gasification in the region reached 55.67% (slightly below the national average of 55.9%). In 2026, gasification is planned for the Zuevsky, Nolin, Kirovo-Chepetsk, and Zavodsky districts.
Also, 12 gas boiler houses were built in villages (Ilyinskoye, Oktyabrskoye, Klimkovka, Buyiskoye, etc.) at the expense of the regional budget. A major project is the transition to gas for 15 boiler houses in Slobodskoy (the first boiler house was launched in December 2025).
Capital repairs: unfinished work, debts, and factoring
The Capital Repair Fund reported: in 2025, 370 houses were supposed to be repaired, but work was fully completed on only 172. Contracts were signed for the remaining 198 houses, but some repairs were only partially completed. The total amount of accepted work was 934 million rubles, with overdue debts to contractors amounting to 442 million. For settlements, the fund actively uses factoring (about 52% of collections). However, public activists noted that due to the lack of advance payments and long payment terms (up to 365 days), contractors are reluctant to take on new projects. For 2026, 90 houses are planned, but contracts have only been signed for 62 of them.
The housing inspection added: complaints about the capital repair fund significantly increased in 2025. A total of 207 inspections were conducted, and 127 orders were issued.
Management companies: VAT and bankruptcy risks
Representatives of management organizations (association) reported a critical situation regarding value-added tax. Since 2025, management companies have been forced to pay VAT on housing maintenance services, but they cannot include the tax in the tariff without a decision from the general meeting of owners – residents refuse. As a result, companies incur losses, and their debts to resource providers and contractors are growing.
"If legislative changes (tariff indexing or automatic rate adjustment) are not made in the near future, many management companies may go bankrupt," was stated at the round table.
The housing inspection, in turn, reported a decrease in the number of citizen appeals (by 12% in 2025) – this is attributed to the work of the "School of Competent Housing Consumer." However, there are still many complaints about unscrupulous management companies: over the year, 185 houses were removed from management, and disqualification orders were issued against three managers.
